Jack of Blades, probably. Lucien was only driven by hid madness after losing his family. Jack wanted to "make this world burn!" Jack of Blades was also around much longer than Lucien, and intentionally caused people pain and suffering and killed without a second thought. Lucien always said, "I'm sorry..." or felt at least a little bit bad for some things that he did.

I agree with Mythic. Jack of Blades is worse, in my opinion.
